The first section of their actual plans begins with Section 2: The Common Defense. (Section 1 is a breakdown of how government works) So this is where I will start: the DOD and its agencies.
Also: you will see multiple agencies listed several times because they show up multiple times by different authors of different chapters. It will also appear to contradict itself at times. That's what happens when each chapter has a different author.
