USCIRF was formed in 1998. But prior to that in 1996, Hudson Institute's Nina Shea, director of the Center for Religious Freedom organised a summit of National Association of Evangelicals, a group that represented 42,000 Evangelical Churches. 2/5
They pledged to act against those countries that persecuted Christians. As Republicans took over Congress, in 1998 the International Religious Freedom Act was passed. They wanted to make protection of Christians as central part of US foreign policy. 3/5
Soon after the law came into being USCIRF was formed. Initially all the USCIRF Commissioners were Evangelical Christians. But after Felice D. Gaer, a Jewish Human Rights advocate joined the panel as a Commissioner, they widened their scope. 4/5
