Basically, they justify it by saying that pretty much the whole Gaza Strip is a terrorist base - when they don't see any Gazan as "uninvolved" they definitely can't see any houses as "uninvolved". They think it serves as a justification, but they're just admitting to war crimes.
An officer in the Israeli Terrorist Forces testified: "We do this towards the end of the day, so that the smoke patterns can be seen far away and deter the Gazan population"
