Ali Mamlouk is the Black Box of Secrets of the Syrian regime. He was born in Damascus in 1949 to an Alawite family. He has a long history in establishing the pillars of repression and security institutions.
He participated with General Mohammed Khuli in the Air Intelligence apparatus, and was entrusted with the task of heading the Investigation Branch in the Air Intelligence. He progressed in his positions until he took over its management between 2003-2005.
Following the outbreak of peaceful protests in March 2011, Bashar al-Assad assigned Ali Mamlouk with the task of suppressing the demonstrations due to his extensive experience in repressive techniques.
He was also given the responsibility of the Operations Room in the General Intelligence Directorate
The series of his crimes began in the 1980s when he held the rank of a major and was entrusted with overseeing the regime's chemical program. He was also one of the officers in charge of chemical weapons experiments during the period of 1985-1995,
and their use against political prisoners in the Tadmur prison in "Unit 417" under the Air Intelligence, located near the "As-Safa" rest area in the Syrian Badia. Chemical weapons were tested on the detainees, and then the crime was covered up by bombing the area with warplanes

including Maher al-Assad, Ali Mamlouk, and Rafiq Shaddad, of her murder in the Baba Amr neighborhood on 22/1/2012, as well as the killing of French photojournalist Remi Ochlik.
Based on this bloody record, General Ali Mamlouk has been included in the British, European, and Canadian sanction lists. He has been held jointly responsible with Bashar al-Assad for the crimes committed against the Syrian people.
