I'm based in Udupi & run an NGO @npuspta associated with education & have good rapport with Student & Teachers community.
I prepared this report after meeting with the students of the same college & talking to the victim girls over the phone.

This report is recorded as informed by victims & other students of the college who were eyewitness to all the events.

Kindly note since incident is not investigated I'm abstaining from using any names.
Incident occurred on July 18, 2023 around 3pm when victim student A visited restroom, she saw hand holding phone camera above the door recording her activities. But when she came out of the restroom, she saw her good friends & classmates AS, S & A standing in porch.
Student A overheard culprits talking about video recording in their native Beary language. Since victim is good friend with AS,S & A, she can understand Beary language & she reported the matter to college office immediately.
College management upon hearing the incident called the culprits to office and made enquiry to which culprits accepted recording video as prank, claiming they need fun & entertainment within the campus.
It is unsure whether college management conducted in detail enquiry or checking the phone in depth for any such videos or making sure that video is not shared with anyone. Anyhow Culprits were let go immediately with their phones & they might have deleted the recorded video later
Overnight news about the incident spread to majority of the students & Victim B,C & D complain that such incidents happened with them too & demanded action from the management on July 19, 2023 for which they assured that culprit students will be debarred from the institution.
Overnight students came to know that such washroom video recording was carried out for one year in a systematic way as such incident already happened with Victim R. a year ago, but R was successful in convincing the culprits to delete video without informing the management.
Now all girl students were scared by the fact that their video might have recorded & shared without their knowledge. So, on July 20, 2023 morning all students of the college staged a protest downstairs the college and refused to attend classes upstairs.
Mr.K, admin officer of the college came to the scene & tried to silence the students saying that culprits already accepted their crime & action against culprit students were taken in the form of giving them punishment of writing imposition for 5 times & students were suspended.
but considering culprits future, they are allowed to write exams. But protesting students were not satisfied with the actions taken as they continue to demand that culprit students should be debarred from institution permanently & continued their protest.
Upon failing to convince the protesting students, Mr. K finally reports the incident to Trustees of the college and both the Trustees KP & RKP arrive at college at 11.30am along with an Advocate accompanying them. Until then K has not reported the issue to Trustees.
Trustees requested students to end the protest & come upstairs to classroom for discussion as it is matter of their personal prestige but students refused. Without much choice college management finally informed & called the police.
Police arrive at campus on July 20, 2023 at 12.30hrs. Upon arrival they convinced the protesting students of registering the case & taking appropriate action by signing the request letter given by the protesting students and taken the students upstairs to the classrooms.
Students demanded police to give duplicate copy of the request letter they have signed but the police didn’t entertain the request. In classrooms students were made to sit for hours & given unnecessary lecture about online frauds by police, Trustees, Advocate, Admin & principal
Around 2.30pm Media personnel & Bajrang Dal activist visit the campus demanding the access to protesting students. That time police & trustees left classroom leaving the students locked up inside and preventing them from Media & Bajrang dal activist.
Inside locked up classroom’s students were addressed by Principal & Admin on unnecessary diversionary topics to keep them occupied.
Meanwhile the Police, Trustees & Advocate met the Media upstairs giving them royal treatment & convinced them to leave without meeting students and not even clicking single picture. Bajrang Dal activist’s were not allowed by police to come upstairs.
Students feel & allege that the Police, Trustees & Advocate used their influence to fix the Media and the Bajrang dal activist to silence the matter.
At 4pm students were given strong warning by Trustees, Admin & Principal that if any student seen approaching the media or seeking help from the outside organisations like Bajrang dal then such students will be debarred. After warning they unlocked classrooms & let students home.
Once all students left home, culprit students & their parents were called in for closed door meeting with Trustees, Advocate, Admin & Principal. During this meeting Culprits’ mobile phones were ceased & handed over to police.
But culprit students were sent home with parents without any further action. Those students were not seen at college ever since and remain unreachable.
Next day on July 21, 2023 victim students & parents were called in to closed door meeting with Trustees, Admin & Principal. In this meeting they threatened the victim students & parents & made them give written assurance that they will not approach police & register a complaint.
After meeting with victims & parents, the trustees & management enforced some unseen strict rules - girls & boys should not sit together, should use separate stairs, lunch time is reduced to just 30 mins, etc…but no further action was taken on the culprit girls and the incident
Ever since students were awaiting confirmation from the college & police that their video is not recorded & shared, demanding police to conduct cyber forensic investigation on culprits mobile phone & take the culprit girls to the custody for investigation.
But their demands were not met as both the college & the police refused to register the complaint & begin the investigation. So, victims, students & parents met local MLA @YashpalBJP on July 24, 2023 requesting him to oversee & resolve the issue & seeking justice.
@YashpalBJP On July 24, 2023 night police visit @RashmiDVS residence who was actively raising voice for the victims. It is also alleged that she is receiving threatening calls and messages trying to silence her.

These are the events happened until now and extracts of the conversation I had with group of students from same institution. I’m still gathering information from students over phone and messages. Some shocking revelations has come>>>>>
Student claim they checked CCTV footage which confirmed culprits are working in coordination to record the video in a systematic way. One girl standing outside to warn the recording girl if any body comes nearby & once the recording done the phone is handed over to another girl.
Culprit girls were always in touch with outside boys of their own community who constantly visit them in Black Suzuki Access scooter and meet them just outside campus and seen exchanging mobile phones.
So, victims & all other students are highly convinced that everything is organised in well planned manner as girls were always using Apple iPhone which is very secure and exchanging it with outside boys with whom it is alleged that they share recorded videos.
This constant meeting between outside boys & culprit girls were already reported year ago by other students to faculty member Ms.S who informed the same to college management. But management let them away with just a verbal warning.
Eye witness student say Culprit girls were behaving as If they were well trained to handle the situation. They were not frightened when caught or facing the police or the college management.
They accepted that they have taken the video but it is just to make pranks and they did hold on to the same statement throughout. Also, they confronted the protesting students shouting that when victim students were silent why others are protesting?
Also, student suspect that college management has already threatened the entire faculty team as earlier supporting faculties are now reluctant to stand by protesting students.

@PoliceUdupi also need to clarify few points:
1. How police can check culprits phone in detail without registering case? it will be clearly a breach of privacy & may happen with any of us if not questioned.

2. Incident happened on July 18 & police ceased the mobile phones on july 20. What if culprits produced different phones? already there is allegation that they used to frequently exchange phones with outside boys.
3. SP claimed that no such video was circulated in social media & made viral. so, does police were waiting for such video to be circulated before taking action? Do they take full responsibility if video circulated in future & victims are targeted?
