Kipande system was introduced under the Native Registration Ordinance of 1916. Though enacted in 1919, it was already being implemented on white settler farms known as CROWN LANDS.
It was introduced to CONTROL the movement of African labour.

The metal disc, was worn on the neck like a dog collar.
It contained personal details like ethnicity, fingerprints and employment history.
This was to ensure the person never deserted their place of work.
Males above 15yrs were expected to have it.

If you absconded duty or failed to report to your place of work, any employee of the colonial government could easily turn you in. As all previous employers were listed on the kipande.

White employers could also guarantee that an African never got a job, that's if he was a deserter.

Getting a job from a white collar, sorryπ; white settler was important, they paid in cash, this was the best way to pay taxes. Failure to pay taxes made you liable to imprisonment.
That's how PRISONS came to be. Our culture NEVER locked up people.

Just as it was a requirement in the colonial days to carry the disc "Kipande". Little has changed. Today, OWNERS & the state require workers & citizens to submit their ID πͺͺ at the office entrances or display job tags on their necks.

Moreover, this form of registration oppression has been used to marginalize various communities and deny even the most basic of services to immigrants. Another added requirement for you to get a job is the controversial "good conduct certificate".
