What % of the US population currently cares about preventing infections?
My guess is it's breathtakingly low, like 15%, mostly due to mental fatigue. It's not a calculated risk thing, people are just done.

If policymakers want people to start caring more, simply asking them to care no longer works. Is that a bad thing? Maybe. But it is what it is.

Here's an idea: offer a $$$ tax credit to any business that shifts activity from indoor spaces to outdoors
I think now is the time for carrots, not sticks. Is it a perfect solution? No. But instead of waiting for perfection or brow-beating people (which is counter-productive) we should look for marginal improvements.
