(Reforming Defense, Security and Information Systems)
1.Refusing to acknowledge the flounder of reform path in the Iraqi security and defense systems is not subjective. The reform steps after defeating Daesh resulted in rooting two convictions for former PM Dr. Abadi..
2.Cheif of Staff Ghanimi, Commander of CT forces Abdul-Wahab Al-Sa’edi, Deputy Commander of Joint Ops Abdul Ameer Yaralla, Lt. General Ahmed Abo Righeef and Lt. Gen. Saad Al-Allaq.
First, the defence and Security systems is undergoig major crisis and need to be reformed.
3.Second, there is no way to achieve national balance isnide the Iraqi defense and security system without vital abd positive contribution from the General Commander of the Armed Forces by imposing the prestige of statutory institution and regain ghe people’s trust...
4.It has been confirmed during Abadi’s time the need to approach reforming the defense and security systems, the government sugested few modest reforms in 2018 including;
- purifying the Ministry from the leadership which has been imposed ethinically,
5.nationally and partially and replace them with graduated commanders from the military college and according to the rank in each Ministry.
- improving the repuation of law enforcement and security leaders of the Ministry and support the people’s confidence in law enforcement men
6.and members of the security forces.
Updating the formations of the armed forces and developing its capacity to fit Iraq’s need to counter terrorism and enforce the law on outlaws.
Therefore, the work on separating the leaders of the defense and security systems
7.from political parties must be carried out gradually. Several specialists in defense and security systems have suggested to move supervision of reform plans to the general commander of the armed forces. The second step should include rearranging the realtionship between
8.the defense, security and informations systems, either by keeping NSA with the PMO , subject the NSA to joint supervision.
-subjecting the defense and security systems to internal and financial and administrative supervision. This will help reducing penteration by some security
9.and defense commanders and committing crimes against human rights and freedom of speech.
- the need to activate external supervision applied by parliament through out specialized parliamentarian and civicil society committees via media. This supervision can be conducted also
10.through MPs and community leaders,activists and independent specialists in
security fields.
-the need to adhere to a professional code of conduct rising from the lack of trust between the people and law enforcement men. Regaining trust of the people cant happen without a code
11.of conduct that draws the career’s principals and the abiding of the security forces to this code.
This code also defines the peoples committment to abide the law and cooperate with the SF to enforces sovereignty, this will turn this conduct into a “social conduct between
12.the people and members of armed forces.The success of reforming the security and defense system depends largely on providing the real political will towards radical reforms by applying the concept of partnership with components of the Iraqi people from a reformable prespective
13.Its inevitable to accredit a comprohensive approach in reforms that will not only include yhe defense and security systems but also judiciary, media institutions and others.
